All these Cabal packages -- sifflet-lib, sifflet, and tests -- ought to be merged into one, with flags to control whether the application and tests are built. Configuring, building, etc., are too tedious otherwise.

Fixed in Sifflet 2.3.0 (which currently I am unable to upload to hub.darcs.net, but it is on Hackage.)
