I don't know if this is by design or not, but currently Dart code is shown as plain text.

It is using some version of the highlighting-kate package, which probably has not had Dart support added.

highlighting-kate and the potential replacement "skylighting" probably use https://github.com/KDE/syntax-highlighting/tree/master/data/syntax, which doesn't have Dart either.
