You need to "comment", even if you're not actually adding a comment, which is confusing.

Some possible solutions:

Reword the "comment" button
Make tagging instant via AJAX when you click "add", and the same for removing a tag

As for being intuitive, I'd like to add that I don't understand at all what “tag:value” is supposed to tell me.

I like that hub.darcs.net works without JavaScript. The only exception so far is the "add" (tag) button. I guess it would be enough to add tags from the tags text field when you hit "update". For removing tags you could place checkboxes besides every existing tag.

Commenting with disabled JavaScript seemed to remove the "wish" tag. :-(
